China’s Charity Law revision aims to make it easier for NGOs to get involved
In September 2022, an earthquake hit Luding in China’s southwest Sichuan province. Zhu Yicun, director of the disaster relief and project management department at the China Foundation for Rural Development (CFRD), made a preliminary assessment and determined that the quake’s impact would not likely be as serious given that residential areas seemed to have been spared.
However, as official data started streaming in, the impact of the disaster became more apparent. Zhu’s foundation would struggle to gather enough resources for post-disaster reconstruction.
Thus, Zhu was delighted with Beijing’s plans to strengthen its response to major public health events and natural disasters through an amendment in its Charity Law, in which authorities are seeking to better flesh out how to incorporate “social groups,” such as grassroots and private organizations, in tackling crises.

Experts quash fears of greater chance of China quake after Turkey
In the wake of the devastating earthquake in Turkey, a years-old academic study on seismic activity in China has sparked concerns that the overseas disaster increased the possibility of domestic tremors in the near future. But the fear is unfounded, experts said.
The study, published in 2014 in the China Earthquake Administration’s journal Earthquake, showed that based on global data of earthquakes dating from 1900, increased activity in the Eurasian seismic zone could lead to powerful quakes on the Chinese mainland within three years.

China’s local governments go on hiring spree to spur growth
China’s provincial governments plan to boost annual recruitment of civil servants by 16% this year to 192,000 as the country seeks to bolster employment to help drive an economic recovery now that “zero Covid” has come to an end.
The governments of Gansu and Yunnan provinces, as well as those of the Guangxi Zhuang and Inner Mongolia autonomous regions, plan to hire 50% more civil servants than last year, with Gansu planning an increase of 80% — the most of any of China’s provincial-level regions, according to recent notices issued by the governments.

Beijing calls on U.S. to investigate multiple balloon incursions over China
China pushed the U.S. to conduct a “thorough investigation” and explain the alleged incursions of American balloons that Beijing claimed have crossed China’s airspace more than 10 times since May 2022.
Chinese Foreign Ministry spokesperson Wang Wenbin said at a daily briefing Tuesday that the U.S. has not fully denied the allegations.

Geely EV unit Zeekr wraps up $750 million funding round
Zeekr, the premium electric-vehicle brand of Geely Automobile Holdings Ltd., was valued at $13 billion after a funding round backed by investors including battery giant CATL.
Zeekr Intelligent Technology Co. Ltd., a Cayman Islands-registered Geely unit, completed the $750 million fundraising from five new and existing investors, Hong Kong-traded Geely said in a Monday filing.

Beijing government pledges support for homegrown answer to ChatGPT
The Beijing municipal government pledged to support local tech giants in developing products that can match ChatGPT, according to a white paper published Monday on the city’s artificial intelligence (AI) development.
Leading tech firms will be supported with developing “an open-source framework and an application ecology of a large model,” the Beijing Municipal Bureau of Economy and Information Technology said.
